Cirsa has followed an aggressive acquisition strategy in recent years, most recently entering the land-based casino market in Portugal by acquiring a majority stake in Sociedade Figueira Praia, S.A., the owner and operator of Casino Figueira.

Prior to that, Cirsa entered the Paraguay market through an acquisition of the online slots operator Slots del Sol, while it also acquired the leading Peruvian operator Apuesta Total in 2024.

As of June 2025, the company had completed over 130 acquisitions since 2015.

“An unregulated market doesn’t become a safe market. People will always gamble, so we have to make sure that we have a strong legal market. And so you also need to give us some room to exist. And of course, we need to be regulated. A regulated market is always better than an illegal market.”

She mentions an ongoing lawsuit against Meta, which will be expected to be very challenging. The VNLOK-filed litigation is seeking to take action against the illegal gambling ads allowed to filter through to consumers across Meta’s various platforms.

“There are about 70,000 ads every single month for illegal operators or offerings – and there’s only two or three thousand from the legal market. It’s really unbalanced and they should regulate more.

In response to the penalties, Dabble Sports has agreed to a two-year court-enforceable undertaking. It has obliged the company to commission an independent review of its compliance systems. Dabble must develop a board-approved plan to implement these changes with appropriate resources.

An ACMA spokesperson reiterated: “BetStop is an important consumer protection measure, but it only works if wagering companies follow the rules.” 

As of January 2027, BetStop will be further promoted as part of a reform package to gambling laws in Australia. Following a statutory review, the government committed to improving system usability and boosting promotional efforts. It is also committed to funding ACMA marketing to support BetStop and recovering operational costs from industry participants.
